Well, but those aren't reasonable candidates for running Fedora 20,
which was my point.

I keep current install media on hand for several high-quality IA32 
distros, but have ceased downloading the IA32 version of the big
DVD-sized desktop distros (Fedora, OpenSUSE, Mageia, etc.) because in my
experience they're a poor fit for the remaining IA32 hardware.

Agreed.  I just wanted to make sure nobody thought it was on the edge of
being a standard.

Sure.  

The URL gives you a downloadable image for NT Offline Password &
Registry Editor.  It's a specialised Linux live CD that can mount an
NTFS filesystem using the ntfs3g driver, which in turn permits you to
reach in and directly change the Administrator password.

IIRC, it's an improved version of the original effort from a decade or
so ago, which was just good enough to permit you to blank the
Administrator password.
