A word of caution here.  In my experience Windows should *always* be
installed first, mostly because it will otherwise completely break your
ability to boot into Linux or any other non-MS OS by overwriting the MBR
(but GRUB and LILO generally have no problem reconciling existing Windows
installations).  In other words, if he is going to re-install Windows, he
should be prepared to re-install Linux as well.  If he ends up doing that,
he might want to consider straying from Ubuntu's default partitioning scheme
of putting everything in / and instead create a separate /home partition
(which would thenceforth both protect user files from being lost during OS
re-installs, distro switches, etc, and protect / from filling up with user
files).
