Josef, the man has a point.  Portland isn't Operation Condor.  (But in
fairness, you merely said 'we are _heading_ into Pinochet territory.')

Keep reading more.  The people picked up by no-insignia Feds have more
typically been walking on the sidewalks a few blocks from the Federal
building, and were not at the protests.

If, as seems extremely likely, these detentions were done without
satisfying Terry v. Ohio's 'reasonable suspicion' standard where the
officer 'must be able to point to specific and articulable facts which,
taken together with rational inferences from those facts, reasonably
warrant [the] intrusion', then the detention was illegal.

If you don't understand this, read some goddamned civics, already.
