Do you know what "at up to" means? In this case it means
you get this speed if you are next door to the CO.
Dude, you kinda sound like you just got off the boat. You
need to start reading the asterisks and the weasel words
too, not just the headline. Seriously, have you had no
exposure to the kind of people who write sales brochures?
