  sudo apt-get --purge remove mono-common

should take care of it.  And yes, you can

  sudo apt-get install gnome-desktop-environment

without pulling in mono-common.

Or am I missing something?

There are at least 11 other mono packages (some of which may not be installed), not to mention any programs that use mono. mono-common contains some core stuff and removing it will stop mono apps from running, but the remaining stuff could still leave you exposed to any MS claims (if you are inclined to concern over such matters).
