Normally packages that require a language runtime will get removed
implicitly if you ask the package tools to remove that runtime.  In
this case, I notice that the Mono runtime appears to be in package
"mono-runtime", _not_ "mono-common" (at least, on *buntu).  The
"mono-common" package is described as providing base configuration files
for Mono, plus shell support for running Mono executables from the
command line.

Here are dependencies for a typical Mono-app package, F-Spot:

Notice the dependency on "mono-runtime".  So, removing the latter in the
fashion Don suggests would seem the most efficient way to purge Mono
apps, if one so desires.
