Yeah, "sparse" file storage is an intriguing fine point in *ix
filesystems. Here are some data on that:

In short, in normal usage scenarios, you'll probably never encounter
a sparse file, but adding the "S" flag means GNU tar will handle them
properly, if they _are_ ever encountered.
