I converted the .signatures archive over to RTF in order to dispense
with the immediate problem.  Unless someone can tell me 'Ah, I see the
problem.  You can make the pure-ASCII archive be served properly by
doing [foo]', _or_ tells me 'Rick, the RTF-format archive is equally
broken', I am done and need to move on to other problems (as I'm fully
booked with projects).

re-saving it with the Unicode BOM disabled ('set nobomb'):

If you wget (once more) the file, md5sum it, and get that checksum, then
you've fetched the file as stored here.

When vim is set with:

:set encoding=utf-8
:set fileencoding=utf-8

It shows correctly locally, in vim's edit buffer.

You will find the contents of /home/rick/.sig217, the .signature in
question, at the bottom of this mail:
