Dead-simple in vim.  

Command 'V' enters visual block mode.  Move cursor in whatever way
needed to mark text.  Then 'g?'.

More generally, 'g?' ROT13s whatever's selected.

(As always:  Command 'u' for undo.  Command 'r' for redo.)
