Phillip, as you'll have noted from several responses, there are several
extant user groups in the East Bay -- and that's counting only _Linux_
user groups.  

As happens frequently with online communication, your query left more
than a bit unclear what problem you're really trying to solve --
starting with whether you're speaking of forming a _Linux_ group, in as
much as you said only "East Bay users group", and whether you might in
fact be happier finding out about, and linking up with, one of the
existing groups.

The East Bay is also an extremely large place, so you should consider
being a bit more specific about what you're talking about.  To pick a
hypothetical example, a user group in Livermore might be less than
exciting to readers in Antioch, Richmond, and Martinez -- though all of
those places are in the East Bay.

For further thoughts on user groups -- and specifically on _Linux_ user
groups, you might want to read the Linux User Group HOWTO (maintained by
some guy I once met).
