Hmm, that's definitely a weird one. I don't pretend to understand
everything in the Xorg logfile, but normally whenever I've had issues
before there's been an "(EE)" entry that's given me a starting point for
figuring out what the issue could be.

In any case, from what I can see there, it seems like the Xorg log file
isn't reporting any problems, which is weird (because you obviously are
experiencing problems). I was expecting something like
http://ubuntuforums.org/archive/index.php/t-313044.html but it seems
like it's reporting that working for you.

I'm not really sure what to recommend next. I'm afraid I'm not too
familiar with ATI, so unless you've already done so (or someone else on
the list has some other suggestions), I'd probably recommend getting on
an ATI-specific forum/mailing list and seeing if they can help you out
there. Or you could also try filing a bug:

According to
https://bugs.edge.launchpad.net/ubuntu/+source/xorg/+bug/202264 your
card is supposed to be supported, so hopefully you may get some
meaningful response if you file a bug.
