Yes, generally best to presume in-person cancelled (and by legal order,
if not common sense),
until things are clearly stated otherwise.

I also well indicate that (updated several days ago) on
SF Bay Area Open Source/Linux Events

I've generally also covered that on the [L]UG web pages where I have
edit access, and also so stated on relevant list(s) (at least if such
wasn't already reasonably well stated there).

Reminds me, still have a bit more 'o that to cover, but yeah, the in-person
stuff for [L]UGs isn't happening, as not essential meetings, they're
prohibited, as often/typically/potentially "too many" people, likewise
prohibited, as typically not feasible to meet social distance requirements,
prohibited, and also not feasible as most typically meeting locations,
if still open at all, are typically now to-go/take-out only, and/or their
hours/days may be greatly reduced. Many typical group attendees, or
persons at general meeting locations, often have individuals in
high / much higher risk categories - so shouldn't be exposed to other
persons (or as limited as feasible). So, yeah, in-person [L]UG meetings,
basically a no-go, for multiple reasons, for some fair while ... and probably
more reasonable to presume "until further notice", as exactly when/how most
of that will change, and when, is at this point still a relative unknown.
