The referenced leaked CBP (Customs and Border Patrol) document is very
interesting indeed, along with the analysis suggesting that CBP is
legally covered for choosing to operate without any identifying insignia
or badges and refusing to identify themselves or whom they are working
for. It also says that the Toddler has sweeping, broad authority to
deploy border cops pretty much anywhere in the USA because his national
emergency declaration has triggered emergency powers under 42 U.S.C.
pandemic law as amended post-9/11. As the article

points out, this is why even though the Toddler keeps claiming the
pandemic is a nothingburger and needs to be ignored, he finds the
extraordinary police powers so convenient that that last thing he'd be
willing to do is declare an end to the state of emergency.
So, the problem is less _illegality_ than out-of-control, excessive
powers being wielded for illegitimate purposes in a Gestapo-like way.
And thus, the remedy needs to be via a historic thrashing at the polls.
Also, in the future, _much_ more mandated transparency, even following
declarations of a state of emergency, and actually especially then.
