Yeah, you're making a good case for that view. The coordination problem
would be daunting even with good central planning run through, say, the
US Army in close coordination with regional hospitals. Trying to make
that work with handoff to state governments and good luck wishes, and
the state government handing off to institutional and corporate
interests with more good wishes, seems like a recipe for disaster.
