They have specially  transformer technology that takes a dirty input and delivers a very clean output with very tight voltage regulation.  But it will take two hands to lift even the small models.

Sort of.  That box appears to be a voltage regulator _plus_ a heavy-duty
step-up/step-down transformer for people wanting up to 3000W devices
otherwise supporting only 110V to run on 220V, or ones otherwise
supporting only 220V to run on 110V.  (Every bit of electronics I've
come by in recent decades is dual-voltage, autoswitching.  But those
transformers were handy for running your American hairdrier in Hong Kong
in 1967.)

I notice this sucker weighs 22 lb.  But hey, price levels don't seem too
high.

Units advertised as just 'voltage regulator' or 'line conditioner' or
'power conditioner' tend to weigh less and cost a bit less.
Consumer-grade but decent ones are made by APC and Tripp Lite, among
others.
