 Unfortunately this situation is not just LUGs.  

I can think of a number of other clubs and groups where 25% of the people do 90% of the work.  Half of those attending a meeting don't actively pursue the group's field of interest.  For them it's just an opportunity to get out of their own home and maybe have casual conversation before and after.
A while ago, I created a MeetUp group.  Almost immediately there were 50 "members" and I was being prompted to pay for the next level.   Only 1 of the 50 actually attended the real event.
