The FAA has two conflicting missions. Air safety and the promotion of airline travel. There used to be a second
agency, the Civil Aeronautics Board (CAB) was an agency of the federal government of the United States, formed in 1938 and abolished in 1985, that regulated aviation services including scheduled passenger airline service and provided air accident investigation.

The Republicans efforts to deregulate the airlines in order to reduce fares and support ‘competition’ closed the CAB. Lower fares and greater competition followed. Greater competition and lower fares meant less profits and the lead to cost cutting. Maintenance and safety were easy targets. The FAA’s safety inspections, rules etc. were supposed to prevent safety issues. 

The dual missions of the FAA caused conflict. Since the head of the FAA usually from the revolving door from the Airlines, you can guess hot the conflict was resolved.

What is needed is Congress and the President to eliminate the conflict and make the FAA a safety agency only and get rid of the revolving door that puts Airline execs in charge.
