Simple solution:

Employment as field service with *any* ISP gets immediately put on an NSA "Watch
List".

Instead of sweeping average citizens, put close tabs on the people who install
and manage the infrastructures. From second level management down to the new
hires. All phone calls, email, snail mail, etc., including schools where their
kids go. Get at least one NSA agent into each union hall undercover too. Make
sure they use good encryption too.

Do that? It'll end.
