Paul,

The consumer grade, low cost Watt meters do not measure with any usable accuracy below around 10 Watts. The low level measurements required in 
the sleep and hibernate modes would need a much better meter as well as a clean filtered AC power source to eliminate noise that would interfere with the 
low power measurements.
