Since this thread started with the AC Power meters, I wonder if they could give a meaningful readings in sleep, hibernate and off?
Modern computers typically power the USB ports even when off.

generally, in "sleep mode" the RAM is still powered
so it can resume state, whereas in "hibernate" RAM's
state is stored to disk for a full power off.
