Link appears to be a recommendation to set up proftpd with our without a
GTK-based administrative front end, 'to share files with friends using
FTP protocol'.  Specifically, instructions include setting up user
'userftp' as a non-shell user account with a particular password of your
choosing, and then giving out those user/password details to the
favoured users who are to be permitted upload and download access.

That's a reasonable plan, on balance, for the specific problem detailed
on that page. 

The choice of proftpd is unfortunate, because it is a buggy,
overfeatured piece of software, and a menace to system security so bad
that it's inspired creation of a number of replacement.  Please see:

However, your advantage from that cited set of instructions is that it
tells you exactly what to do.

What you might want to do is implement that solution, examine it to
understand how it works, and then figure out for yourself how to do the
same sort of thing using vs-ftpd, which is a much, much better piece of
software.
