Yes, I do suspect that's the game.

I've sometimes idly wondered exactly that about people who've written in
and offered to translate 'How to Ask Questions the Smart Way', but not
on any specific grounds but rather just thinking that we'd be easy
suckers for high-prominence linking to a Web site in any language we
couldn't read and therefore couldn't check up on.  However, only this
latest round of offers have seemed especially hinky, especially the
failure to notice the existing Belarussian translation, failure to read
the copying policy, and bit about how we don't have to pay them but they
only want a link back.  _And_ also the fact that they never bothered 
to say anything back after I gently pointed out the existing Belarussian
translation and the copying policy.  Just doesn't track with honest offers.
