What does 

cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor

say?

If it is set to ondemand, you can change it with:

echo "performance" >
/sys/devices/system/cpu/cpu0/cpufreq/scaling_governor   (all on one
line)


If there is a second cpu, then do the same but substitute cpu1 in the
path name.
