[conspire] Directions changes for Cabal

If you normally come to a Cabal meeting by exiting 280 at Alpine (rather
than Sand Hill), please note that the road between Sand Hill and Junipero
Serra will be closed through the end of November.

Keep going one more exit to Sand Hill and follow the Sand Hill
instructions instead.

It's never been a part of our "official" directions, but some people know
about it.
