Well, the obvious way is to just, actually, send a test e-mail. But
this form might be useful:
http://spf.pobox.com/why.html
http://www.infinitepenguins.net/SPF/check.php is said to be useful when
the site is up and running.
http://www.dnsstuff.com/pages/spf.htm looks possibly useful.
However, I'm not 100% sure what you want to test. If you just want to
make sure that your SPF RR is valid and expresses your intention, I'd
just use the CGI form at http://spf.pobox.com/ as previously described.
Once you have that done (and double-checked for valid syntax using the
www.dnsreport.com CGI), you actually have no control whatsoever over
what third-party MTAs do with that information.
If it's any consolation, you had no control over what they did _before_
they had that information, too. ;->
