[sf-lug] draft web page changes (various & transition off Jim ...)

Okay, implemented the below as suggested, except as noted,
currently on
https://www.sf-lug.org/index_alpha.html
(which gets promoted to index_beta.html at 1pm today
local time)
and comments/notes, etc. in-line below:

Not sure if on that last link I linked it from precisely the text
you prefer / had in mind - let us know if that should be adjusted.

I removed that, and I additionally removed the Policies bit, as that
includes "anything goes", so thought it best to remove both, since
it's not (quite) "anything goes", and the list page itself

I think sufficiently covers that ... except of course the stuff there about
job posting is non-functionally out-of-date.
That also completes removing Jim from the (draft) main page,
particularly useful since he's not responsive to that email
anymore - and I believe that email address is also defunct.
