Well, pretty much. Heck, even Debian clearly and repeatedly spells
it out with their minor upgrade point releases:
"Please note that the point release does not constitute a new version
of Debian"
... "no need to throw away old" ... "media"

The only particular advantage of using a more current point release ISO,
is there's less to update after that - which can - at that time - save
time/bandwidth. That's it. No other advantages.
Same applies to *buntu, and likely many/most(/all?) other Linux distros.
