Indeed, that makes administrative sense on a host adminstered by multiple
admins. However, that setup results in pretty weak security unless the
admins in question had to supply a root-specific password to elevate
privilege. And sites and distros that try to mandate sudo for
escalation to root pretty much universally commit the latter mistake.
