Just so.

To clarify, it doesn't actually even aspire to compete with Unbound,
PowerDNS Recursor, Deadwood, dnscache, or any other recursive
nameserver.  Its DNS nameserver functionality appears restricted to just
being a cache, which is to say it's only smart enough to forward DNS
queries to one of a roster of real nameservers.  It cannot do without
the ability to outsource DNS queries to one of those.
