Or, in cases where you have a working AC adapter to test, a VOM
(volt-ohm metre).

But 'call the vendor' or 'look up a compatible unit on eBay' Just Works[tm], 
and doesn't risk you stand there looking embarrassed about the
burned-out laptop and breathing in Magic Smoke
