MediaWiki with ItsAllText would technically permit local editing of
plaintext, although perhaps with some hassle to accommodate
totally-offline users. I imagine you are looking for something using
HTML-form file upload or perhaps WebDAV. Maybe one of the open
groupware/project collaboration suites could support this use case
with its "file sharing" features e.g.
