Yes, certainly.
Jitsi Meet is really good, and doesn't require special client
software, just a good Web browser (e.g., Chromium, Chrome, Firefox,
Opera) as client. The server-end software is an open source
video-conferencing package written in Java, which a techie (given either
Linux-based Internet server experience or a little determination) can
set up and run free of charge, no fees ever owed to anyone, costing only
the cost of bandwidth. (Obviously requires static IP and a fully
qualified domain name.)
