tl;dr:  The new RPi 4 Model B has a non-compliant USB-C port.  Said port
is devoted to incoming power to operate the board, and, because of a
parts compromise where two of the pins share a resistor, the Pi won't
work with some PSUs/chargers that are particular about such things.

In the next couple of months, they'll fix it for future production.
Meanwhile, this is a reminder that it's a fine idea to buy and use the
standard, recommended power widget.

Also, it's a reminder that USB-C is rather a bear of a spec, and RPi is
hardly the first design to get it almost-but-not-quite right.
