Good point. Cap problems would most likely be electrolytic. Most modern electrolytic caps no longer use a gel or other ‘wet’ electrolyte, but a plastic or other
dry electrolyte so they don’t tend to have problems drying out which was by far the most common problem in electrolytic caps. But given the age of the equipment
being discussed and possible cost cutting measures like not giving enough margin for voltage rating, it is possible.
