Well, sort of.  In two ways.

1.  By default, it uses someone's proxy at prgmr.com.  To prevent 
that, you'd set up your own proxy.

2.  Obviously, the partial search information used to generate the
'Google suggestions' gets sent to Google in order to do that - but 
with the IP of the proxy as origin.  Therefore, to the extent that
anything about your search correlates to you and to your activity,
it gives Google information.

This answer doesn't really tell you anything you don't already know.
