I'm sorry, but I don't understand.  More details on what?

Anyway (as mentioned already), without a static IP, you cannot usefully
run your own public authoritative nameserver.  So, if your question
amounts to 'Were you serious that static IP is prerequisite for doing
authoritative DNS?', then the answer is 'Yes, I really did mean that.'
