According to this thread, OpenSUSE has an implementation via KDE/Konqueror
rather than a shell command, accessible using Alt-F2 and entering
'dict:<word>'.  The thread exists because the feature broke in 2008
and then got fixed.

Personally, I like having /usr/bin/dict, and would try to fix that
omission directly, if I were in your shoes.  This rpmfind.net page 
suggests that it can't be hard, as /usr/share/dict exists:
