After more experimenting, I see there are a couple of different paths to select mail formatting.

If the Option is set to "plain text", replies to previous emails get
the traditional > on the left edge.

If the Option is set to "color and graphics", then replies get a vertical bar along the left edge.

In compose mode, both have the mode switch for "Rich Text" or "Plain Text".  In the Rich Text mode, there are a lot of other widgets as well.

However, if the option was for "color and graphics", and then "Plain Text" is selected, all of the formatting is discarded.  Previous messages included in a reply are not marked by either >>> or vertical bars.
