The hardware is finally getting better.  Three words:
race to idle.  (http://lwn.net/Articles/240253/)

I'm in the process of setting up a new machine:
a Lenovo X61 with a Core 2 Duo processor, running
2.6.24.4 with NO_HZ on but with no SpeedStep support.
Powertop says it's spending 88-99% of its time in
C3, and the lower surface is cool to the touch.
Still haven't timed the battery life, but the ACPI power
estimate is encouraging: 12.3W.
