I agree that it should be there, and available for those occasions when
you really need to get in and do some fine tweaking or use a much less
common option not supported by a gui front end.

Both Mac OS X and the debian distributions that I use all have the  
gui on
top which covers most of the common administrative needs and the
command line underneath for when it is needed.
