"hotplug".
The udev and hotplug subsystems work closely together, in 2.6-based
systems. That's part of the magic of, say, making sure two USB printers
can be clearly distinguished no matter in what order you connect them,
and making sure that your digital camera always gets mounted as
/dev/camera, etc.
