Of course tty0 won't work; it's ttyS0, but I already made that symlink, so
I guess udev must be involved. Add the following line to /etc/udev/links.conf:

L modem	ttyS0

Make sure kppp recognizes /dev/modem, and not just /dev/ttyS0. Can you
provide a little more context to the "DM is off" message?
