RJ is not on the net.
You can send mail to RJ in care of his publisher, Tor Books. The address is given on the copyright page of the books:

Tor forwards mail which they receive for RJ to him. They've been known to forward printed-out copies of e-mail which they've received for RJ. However, the Tor Books FAQ specifically says, "Don't send us email meant for our authors." So, you're taking your chances if you try to contact RJ that way.
