behold an easy way!
mailscanner can do this.
mailscanner is a tool for integrating sendmail with an
  antivirus engine. you could easily substitute a null
  wrapper script in place of the AV engine if you don't
  care for the virus scanning.
to get it to append to each message, in the config file
  set the option "Sign Clean Messages" and modify the
  files /etc/MailScanner/reports/en/inline.sig.{html,txt}
  to contain your disclaimer.
the beauty with mailscanner is you don't even need to
  modify your sendmail configuration. you just replace
  the sendmail service script with the mailscanner
  service script, which calls sendmail in a different way.
i've been using it for about six months now and been
  very happy with it (well my clients have been).
